RRLA’s mandate for RRL was to expand Victoria’s rail network capacity to meet future demand, help stimulate the economy and enhance the State’s reputation for delivering major infrastructure. To fulfill this mandate, RRL’s core business need was to deliver the project ahead of schedule and under budget, with minimal disruption to the public.

For the first time in Australia, RRLA and its project teams impaneled a series of 2-3 week rail line closures to enable intensive, 24/7 construction, which delivered significant time and cost savings. Prior to RRL, rail line closures were limited to weekends and overnight to avoid impacts to commuters and maintain public support.  However, through efficient train-replacement bus services and a comprehensive communications campaign, concerns regarding the impact of the extended closures on commuters were overcome.
